Risk Matrix #141: Prepare Before the Storm: Heat Safety and Severe Weather Planning

“It’s too late to draw it up in the dirt after something happens.”

Heat kills workers every summer. Severe weather shuts down job sites, topples cranes, and floods facilities with little warning. Most employers still don’t have a written plan for either.

In this episode, Dr. Martin and James break down OSHA’s updated heat National Emphasis Program, the individual susceptibility factors most training programs ignore, and why contractors who defer to the hiring client’s emergency plan are putting their workers at risk.

KEY TAKEAWAYS

  • Based on OSHA enforcement guidance and technical papers, 80 degrees is the informal action threshold safety professionals should be working from. That applies indoors and outdoors. Warehouses, factories, and steel mills are just as subject to enforcement as outdoor worksites. Employers in targeted industries should have a written heat illness prevention program, acclimatization protocols, and documentation in place before an employee complaint triggers an inspection.
  • Individual susceptibility is a real variable and most employers underestimate it. Certain medications, fitness levels, and prior heat exposure all affect how a worker responds to heat. Training programs should address this so workers can self-report risk factors without fear of retaliation or judgment.
  • Contractors cannot rely on the hiring client’s severe weather plan. Employer responsibility for worker safety does not transfer simply because work is being performed at someone else’s facility. Every contractor needs their own decision trees, shelter-in-place protocols, and site security plans for severe weather events.
